Our tulips are best planted in mid October. The end of October would be too late, since the tulip doesn't have the chance to absorb enough energy before the ground freezes over from Winter. When planted in Mid October it is the perfect time for the tulip bulb to develop underground and deliver it's beauty's in early, middle or late spring.
