Tulips don't usually have a lice problem as rosebushes have them. For some reason the gracious lady tulip doesn't attract lice as much as other flowers do. The greatest risk for the tulip is probably not an insect but is the mole. Moles tend to like tulip bulbs so if you have moles in your garden planting tulips is probably the best way to keep them satisfied.
